Mobile and manufactured homes make up about 6 percent of US housing units, yet they account for 54 percent of at-home tornado deaths. A person inside one during a tornado is 15 to 20 times more likely to be killed than a person in a site-built house, and an EF-1 — the second-weakest rating on the scale — can destroy one outright. Those numbers come from the National Weather Service and NOAA's own fatality data, not from anyone selling anything. They lead to one conclusion the industry and the government agree on completely: the plan for a mobile home is always to not be in the mobile home. Why can't a mobile home ever be the shelter?
Because the failure mode is not a broken window or a torn roof — it is the entire structure leaving the ground. A manufactured home sits on piers or blocks and is restrained by steel tie-down straps and ground anchors. The National Weather Service is blunt about what happens next: "Regardless of how well built a mobile or manufactured home is built, anchor system failures are the primary cause of the majority of fatalities. Even well-built manufactured homes can be destroyed if they become airborne." Once the anchors let go, the home becomes both the projectile and the debris field, with the occupants inside it.
The fatality record reflects this with grim consistency across decades of NOAA data. Since 1996, tornadoes have killed more than 800 people in mobile or manufactured homes — roughly 53 percent of everyone killed at home by a tornado — and research by NOAA's National Severe Storms Laboratory found the share has trended upward over time, not down, even as overall tornado deaths fell. Newer HUD wind-zone construction standards (post-1976, tightened in 1994) made units sturdier in ordinary wind, but no manufactured home is designed for tornado-strength wind, and the 2019 Beauregard, Alabama tornado — where improperly anchored mobile homes were involved in 19 of 23 deaths — showed how little margin exists.
This is also why "we strapped it down extra well" is one of the myths that get people killed. Tie-downs are designed to resist the wind a home is rated for. A tornado is not that wind.

Every legitimate option shares one feature: it puts you in or on the ground itself, in a structure engineered to ICC 500 — the standard requiring shelters to survive 250 mph design winds and a debris impact test that fires a 15-pound 2x4 at 100 mph. Note what is not on the list: an interior closet or hallway. That advice is for site-built homes. In a manufactured home there is no "interior room" answer, because the room travels with the house.
Can you put a safe room inside a mobile home?
No, and it is worth understanding why, because a few vendors blur this line. A safe room resists extreme wind by transferring the loads on its walls and roof into a foundation massive and well-anchored enough to prevent uplift, overturning, and sliding. FEMA's foundation and anchoring criteria require that connection to be designed under FEMA P-361 and ICC 500 — and ICC 500 Section 307.2 requires even a slab-on-grade foundation to be designed to ACI 318 or ACI 332 concrete standards for the full shelter loads. FEMA's guidance adds that where an existing slab is proposed, it must be evaluated by an engineer, because ordinary residential slabs often cannot resist shelter-level loads.
A manufactured home has none of this. Piers, blocks, a steel chassis, and strap anchors are not a foundation in the ICC 500 sense. Bolting a tested steel safe room to the floor of a mobile home produces a very strong box attached to a structure that can itself become airborne — the box goes with it. Every real installation therefore happens outside the home: in the ground, or on a new purpose-poured slab beside it.
Option 1: an in-ground shelter in the yard
This is the classic answer across Oklahoma, Texas, and the Mid-South, and for mobile home households it is often the most practical one, because it needs no slab evaluation and no connection to the home at all. A concrete, steel, or fiberglass unit is set into an excavated pit a short walk from your door — the material trade-offs are covered here — and typical 2026 pricing runs $4,000 to $20,000+ with most family-sized units landing near $6,000 to $8,000 installed.
Three siting points matter more for a mobile home lot than for a house:
- Distance and path. With an average warning lead time of about 13 minutes, the shelter should be steps away with nothing to climb over. Do not site it across a drainage ditch or behind a fence gate that swells shut in rain.
- Debris exposure. The door will likely be the only thing showing after a direct hit, and the debris on top of it may include your home. Choose a unit with a door rated and tested to ICC 500, and register the shelter with your county or 911 registry so responders know where to dig — the permit and registration process is covered here.
- Water. Low lots and high water tables can flood or even float an in-ground unit. Read the flooding guide before you commit to going underground.
The hard constraint is land. An in-ground shelter is legally an improvement to the land it sits in. If you own your lot, this is straightforward. If you rent it, you need the landowner's written agreement before a shovel touches dirt — and you should settle in writing what happens to the shelter if you move the home.
Option 2: an above-ground safe room on a new slab
An above-ground ICC 500 safe room bolted to a properly engineered concrete pad delivers the same debris-tested protection without excavation, and it is the better answer where the water table is high, the soil is rock or heavy clay, or a household member cannot manage steps — the accessibility guide covers that case in detail. Units run $3,000 to $12,000; the difference for a mobile home site is that you are almost certainly pouring a new pad, at roughly $6 to $12 per square foot, designed for shelter loads rather than for a shed. Insist that the installer provide the slab design and anchorage details per FEMA P-361/ICC 500 — a legitimate one will have engineered drawings ready, and the installer-vetting checklist tells you what else to ask for.
One honest note for renters: some manufacturers market smaller above-ground units as relocatable — they can be unbolted from the pad and moved with the home. The unit is movable; the engineered slab is not. You still need the landowner's permission for the pad, but the shelter itself remains your property in a way an in-ground unit never can.
What if you rent your lot in a mobile home park?
This is the situation of most manufactured-home households, and it is where the industry's sales pages go quiet. You have three moves.
First, find out what your park already owes you. A few states mandate park shelters. Minnesota is the clearest: parks with ten or more homes first licensed after March 1, 1988 must provide a storm shelter meeting state standards — at least 4 square feet per park resident, with a 7-foot ceiling over 60 percent of the floor area — and smaller or older parks must file an approved severe-weather evacuation plan with the municipality. Most tornado-prone states, including Oklahoma, Texas, Alabama, and Mississippi, have no statewide requirement, though some cities and counties impose their own. Ask park management four questions in writing: Is there a shelter? Where is the key or access code kept? What is its rated capacity? If there is no shelter, what is the park's filed severe-weather plan?
Second, negotiate. Park owners have agreed to shared shelter installations, especially where several residents split cost or a state or FEMA hazard-mitigation grant covers part of it. A community shelter serving a park is a different (and more regulated) ICC 500 category than a residential unit, so this is a project for the park owner with an engineer — but residents asking in numbers is what starts it.
Third, default to the plan. If the park has nothing and the landlord will not move, your shelter is a sturdy building you can reach early: a neighbor's site-built house, a church, a storm-rated community building, a friend's shelter across town. That costs nothing, needs no permission, and — executed early — it is exactly what NOAA and FEMA recommend even for households that could afford to build.
When do you leave? (The watch is your warning)
The National Weather Service guidance for mobile home residents inverts the usual timeline: "When a Tornado Watch is issued, that is the time to evacuate to your safe place. In many cases, when a Tornado Warning is issued, it may be too dangerous to take your evacuation route." A watch typically gives hours of notice; a warning gives an average of about 13 minutes, some of which you will spend realizing it applies to you. Thirteen minutes is enough to walk to a shelter in your yard. It is not reliably enough to buckle children into a car and drive across town through wind, hail, and traffic.
So the plan is written around the watch: know your route, know how long it takes, pre-position what you need at the destination, and on days when the Storm Prediction Center has your area outlined for severe weather, decide in the morning where you will be that evening. If a warning ever catches you inside the home with no time left, the long-standing NWS position is that even a ditch or low-lying area is safer than staying in the unit — but that is the outcome the whole plan exists to prevent.
Will a rebate cover it?
Frequently, yes — the state programs that reimburse shelter costs generally do not exclude manufactured homes, but they all care about ownership and paperwork. Oklahoma's SoonerSafe program pays up to $3,000 by lottery selection; Alabama offers a state income tax credit; Mississippi's MEMA grant program reimburses a share of cost; Texas runs county and council-of-government programs. The recurring catch is the land: reimbursement flows to the applicant's primary residence, and an in-ground unit on a rented lot raises exactly the permission problems described above.
