What size storm shelter do I need?

The rule the building code actually uses is simple: count everyone who would be home at once, give each standing person 5 square feet, add room for wheelchairs and pets, and round up. Here is how to do that, with a calculator.

Here's the short answer: plan on about 5 square feet of usable floor space for every standing person who could be home during a tornado warning, then add more for anyone in a wheelchair (10 square feet), anyone who must lie down (30 square feet), plus a little for pets and supplies — and round up to the next available unit size. Five square feet per person is the FEMA and ICC 500 code minimum for tornado shelters; because tornadoes pass quickly, it's a survival figure, not a comfort figure, so many families size up to 6–10 square feet each.

How many square feet per person does a storm shelter need?

The numbers aren't a marketing guess; they come straight from FEMA and the ICC 500 storm-shelter code. For tornado shelters, FEMA's published occupant-density table sets the minimum usable floor area per person like this:

The figures above are the same regardless of whether the structure is called a "storm shelter" or a "safe room" — the difference between those two terms is about which standard it's built to, not how much floor area each person gets.

So what size do I actually need for my family?

Start by counting the maximum number of people who could realistically be in your home when a warning hits — everyone who lives there, plus regular guests, plus anyone you wouldn't leave outside. Don't size for an average evening; size for the holiday when the whole family is over. Then run the rule:

Notice the gap between the two right-hand columns. The code number tells you the legal floor; the right-hand column is what you'll actually want when scared people, children, and a pet are crowded in during a warning. When in doubt, buy the next size up — the price difference between sizes is small next to the total cost, and you can't add floor area later.

What does FEMA say about residential safe rooms specifically?

FEMA draws a clean line: a residential safe room is one with a design occupant capacity of 16 people or fewer; anything larger is a community safe room with extra design and documentation rules. For homeowners building a site-built room from FEMA's free P-320 plans, FEMA's drawings cover rooms roughly 64 to 196 square feet — comfortably enough for a single household even at the high end. If your household is small, you don't need anything near that; the point is that almost every residential need fits well under the 16-person line.

Don't forget who else is in the room
Count pets (they come in too), any medical equipment like an oxygen concentrator, a weather radio and phone, and a small kit of water and medications. None of that fits in the bare 5-square-feet-per-person minimum, which is exactly why sizing up matters.

Why is 5 square feet enough for a tornado but not a hurricane?

Duration. A tornado warning is measured in minutes, so the code lets people pack in tightly for a short, intense event. A hurricane can keep occupants sheltered for many hours or even days, so ICC 500 requires substantially more usable floor area per person for hurricane shelters — people need to sit, rest, and store supplies for a long stay. If you're in a coastal hurricane region rather than tornado alley, don't use the 5-square-foot tornado figure; plan for considerably more room per person and confirm the exact requirement with your designer or installer.

How depth and shape affect the real number

Floor area is the headline, but the shape matters too. A long, narrow garage in-ground unit and a square above-ground unit can have the same square footage yet feel very different when full. Bench seating, a fixed ladder, and door swing all eat into usable space, so the manufacturer's "rated capacity" is sometimes optimistic. Ask the installer how they counted: rated capacity should be usable floor area at 5 square feet per standing person, not the raw footprint.
